Description of the problem:
 The problem occurs when the 3172 has an ATTN status stacked.
Ultimately it sends in an ATTN and an ATTN+BUSY, whcih causes
VTAM to reset.
Presently, we have only seen this particular problem with an
Amdahl mainframe connected to an 3172 SNACOM (OS/2).
